Summary:
OpenAI outlines a December usage change. Here is what is confirmed and what remains unspecified.OpenAI’s current guidance outlines a shared ChatGPT and Codex allowance for Plus, Pro and Business starting in December, alongside integrating Work’s agentic capabilities into ChatGPT. This is planned, not a completed transition.
Instant chat is the exception
Usage will be token-based, varying by model and task. Instant chat is excluded. Combined remaining usage and reset times will appear in Settings → Usage.
OpenAI expects most users will not face more frequent reset waits; that is not a guarantee. The guidance specifies neither an exact December date nor numerical allowances, and does not address Enterprise or Edu.
Shared agentic usage is not entirely new
OpenAI’s existing Work and Codex documentation already says Work follows Codex’s usage structure. It still describes Chat and Work as distinct choices, with Codex maintaining a separate desktop view and history. Readers should therefore distinguish the planned broader ChatGPT arrangement from the agentic accounting already in place.
The distinction also matters for developers: signing into Codex with ChatGPT uses the subscription’s usage and billing, while using an API key follows API pricing. A shared subscription allowance is not a merger of those billing systems.
What to check before changing your workflow
For someone alternating between research, document preparation and coding, the practical question is how much of the common budget each job consumes—not simply how many messages they send. A useful preparation step is to note which models and tasks you rely on, then compare the account’s usage display as the transition arrives rather than assuming identical capacity across workflows.
OpenAI’s credit guidance says included usage is consumed before purchased credits, and eligibility varies by feature, plan and account. Those credits are not API credits. Check the options actually available to your account before treating a top-up as a universal fallback.
